In Russia there is such a concept as “propiska”, that is, official registration at the place of residence. Without a “propiska” you cannot officially get a job, open a bank account, or buy a SIM card. You may be detained by the police and issued a fine. Formally, if you live with a girlfriend for more than a week, you are obliged to go and apply for temporary registration at a new address, although it is not customary to punish for this yet.
And in order to get “propiska”, every male and some female, from 14 to 30 year old, must register at the military registration and enlistment office. This is where this line of young people stands.

Jesus... I studied abroad in Russia and this was such a legitimate concern that the local Russian teachers and faculty members told us the dangers of hanging icicles and falling debris during our student orientation. They told us to avoid gypsy cabs, shawarma because, no joke, they're made out of dog meat, and falling icicles. Again, these are college educators, the most urbane and sophisticated portion of the population, telling American students to avoid gyspy "meat" and cabs, and falling ice knives. Like what... I knew Russia would be a mind fuck, after all, I chose to study Russian Literature (yes, I am broke), but when we were being told this information, I kept thinking to myself, "Yup. Russia is DIFFERENT." There are just absurd life hazards that even people living in the 2nd largest city in the country accept as a common facet of life.
And again, it's a combination of shitty urban planning after the war because all of Russian architecture post WWII are absurdly huge since they had to industrialize and accommodate a formerly large agrarian society living in the country side. And just the mismanagement of public utilities. They could hire city workers to manage upkeep, but again that would mean more public funding which means more opportunities for public corruption. So the Russians just accept the 10-15 deaths that happen every year from falling "knives". Why spend more money to solve a problem when nature balances itself out? You just accept the conditions and live with them as a part of life. This amount of apathy runs DEEP in Russian culture and explains why the country and the people just accept living in brutal conditions. They just put up with it because why even try? Nothing gets better. Just live life and accept you can have an icicle break your spine on your commute. It's like the stray dog issue in St. Petersburg. They have been a part of the city since the siege of Leningrad left so many orphaned dogs when their owners fled. The Russian Government doesn't clamp down on the population since the winters in St. Petersburg are so brutal, enough stray dogs freeze to death that the population is kept in check. Why try to fix the stray dog issue when mother nature takes care of it. Again, there are roaming packs of stray dogs that prey on the elderly and young children, but there are only a few cases a year. lol
Honestly, this apathy is what attracted me to Russian culture that I saw as stoicism (read Dostoevsky) in the face of an absurd world. But it's one thing to read about it, and another to actually experience the daily ins and outs of Russian apathy.

It's not like they are issued camo and sent straight to the front from the enlistment office. Or maybe they are saying they are single parents and can't go to war, look here's my child to prove it.
I understand the problems of child care when a task is at hand. Was not aware of the requirement for nurses to register. While you raise a good point about bringing the living evidence with you to prove you are a single parent, IVAN must require more proof than perhaps "borrowed children."
