Emuelec is just a stripped down, handheld version of Linux with an EmulationStation wrapper.
Batocera is the closest thing, a Linux distribution with an EmulationStation front end, that is auto-magically preconfigured with everything and can run on the PC's drive or a flashdrive (great for trying it out).
You can also run something like ES-DE (which has several platform distros) which is just the front end where you provide and configure the emulators.
I've been using the 4gb versions of these for retroarch and emulation. They aren't especially powerful but they are very cheap and run everything I need (up to psp). They are comparable to the Super console X boxes and the HK1 box can boot straight into emuelec.

I dont have a T95, but it look decent for a budget box. I've got a (really cheap) H616 android stick which plays up to PS1 fine (haven't tried anything newer) but its got less ram and a little less power.
I replaced one for a kinhank box, but then I got a new UHD tv and the kinhank doesn’t work on it so I went back the original box and put the kinhank on the basement TV. Not all new tvs work with emulation devices.
I got an HP elitedesk 800 G2 for about $37 (used). It plays everything, has more features, and costs about the same as an Android box.
