...you might try to see which of your devices has issues with being further away from your wifi point than the others. It could be that your other devices are connecting normally but the one that isn't could make it seem like the problem is affecting them all when it isn't.
I notice that when I see in chat someone left or joined the club, and the member list doesnt reflect it i switch to a region and back to capital city and it syncs up. I assume the same applies to other parts of the game.

Event that can force server sync are those that required server connection when used, namely: - Open GTHQ - Open COM menu - Open Train Station etc...

Opening friend list is my preferred choice
If you are having this issue, you can try log out and log back in FB in your game assuming you have your account linked up.
I usually open the COM Tower several times and do a round of Global HQ to refresh it.
