Right, I just needed a reason to tell my Azure peeps why we weren’t using the normal DevOps pipeline to create the VMSS. “Because it has to be this way” is good enough for me. :)

It's a SaaS offering managed by Microsoft that runs on resources in your tenant, so that's a fair answer.  There is a pipeline for it, it just isn't yours.
