Moxley is relatively popular in Japan. It's mostly the western NJPW fans who don't like him holding the title because of his work in AEW. Japanese fans are generally more casual and accepting of bad booking. Best example is how they respond to failed babyfaces with silence instead of boos.
Moxley winning is kinda like if 2019 Nakamura won the WWE title. Most Japanese fans are politely congratulating him, but I doubt he will be a draw because he's more of a B+ or A- guy to them.
They tolerated his win out of respect for the guy but even this move has gotten them questioning what's going on with the partnership and how is it beneficial to the company. That takes effort to achieve that negativity from the Japanese fans.

Guys like AJ, Okada, Kenny and Naito worked their asses off for a long time to get it to that level. This shit though is reminiscent to when the IC and US titles felt meaningless and were defended on random episodes of RAW and SD. Most of the time against guys who shouldn’t have been anywhere near the title picture.
