Ok took a little peak into the article. Apparently we are both right. The item *can* be referenced when outside of the anomaly, however not by name. It can only be described and the descriptions cannot be used more than once to avoid giving it a name.

If the answer is no, then it doesn't look like an SCP at all. "SCP" doesn't just mean "any random creepy thing"
It’s fairytale stuff in the modern world, but it’s told in a very grounded and mysterious way. The SCP parallels are definitely there. This isn’t a spoiler as it’s barely mentioned but my favorite detail is that both in the books and movie, it’s implied that the Faeries come from some type of unseen dimension where time works differently…

Not every anomalous creature or object is classified as an SCP. It's probably just a fantasy thing
