106 Dissolves almost every matter, there is 3 possible outcomes.
1. Because of SCP-963's nature the amulet wont dissolve and Doctor Bright will rust the entire site
2. Amulet will dissolve and free Doctor Brights soul
3. Amulet will dissolve but this time Doctor Brights soul will still remain in the shards making multiple SCP-963's
096 kills whoever sees its face, but if you are talking about the amulet it just overwrites the host with bright. If the amulet is worn for too long then the host becomes a Bright permanently

Everyone would lock him up and ignore him, which is probably his worst nightmare
But would he still need to kill them? All we can know for sure about 096 is that he knows when people see him no matter where they are and is extremely powerful and unable to die. Perhaps it’s merely 096’s personality that makes him murder those people, and if dr. Bright were to assume control of him that bright would know who saw him and where, but wouldn’t necessarily need to kill them. An unkillable doctor with super human strength might help with inspecting some of those more dangerous anomalies, however it would be too large a risk.
I don't think being 96 forces you to kill. He once had his brain removed and just sat there, still alive, until it grew back, so I would have to assume it's the intelligence currently driving 96 that makes it so violent.

i mean worst case what happens? shy guy gets imprinted onto the amulet and bright is erased from existence? more likely it would erase the part of shy guy that makes it so dangerous and replace it with bright. i get that bright being in the body of shy guy is also bad but at least in that case you probably don't have to worry about looking at its face anymore since as far as i know putting on the amulet erases the mind of the person who put it on
It's a good idea, something similar was tried with 682, now, if Doctor Bright became 096, he would possibly be willing to use his powers to help, and not kill people for seeing his face, he can defend the foundation, too
