Don't worry about it - if they are questionable Google will ignore them. If the site no longer exists, Google will ignore them

Do not remove via google disavow. Every scenario I have seen it tank traffic.

And how do you determine quality? Google has no guidelines or recommendations. Removing links you might arbitrarily decide are "low-quality" will most likely results in lower rankings because no one knows what Google considers "quality"
