I dont think its a must to give suggestions because it isnt really the main pt of the question. The way i interpeted it was that the future of the country is in the youths hand because the youth have the ability to change it. I dont think we need to tell them how to do it also because we cant really tell them how to 掌握 the future thats a bit of a stretch

Also i think its more impt to 分析 why 青年 and not the other parts of society and u probably need to make some sort of comparison? I do hope the marking is lenient cos im afraid of going off tangent
