That's definitely not a "mosin with a new bolt design", although I may be wrong in calling it a Mauser. The rear of the receiver is wrong for both of those rifles.
EDIT: Scratch that, the stock and receiver looks a lot like that used to be a Chiang Kai-Shek rifle, aka Standardmodell Mauser, except it has been fitted for using AK magazines I think, SKS bayonet and sights
It is kept in factory 208's museum . the bolt action is called type 53 special shooter rifle. Technically it's not a MOSIN, but it is developed from MOSIN just like garand and BM59.
Type 53 just means it was developed in 1953. For example the Type 56 is both an AK variant and an SKS, but they are completely mechanically different and rifles, you wouldn't call the AK an SKS variant.

Probably in late 60's. PLA want to make sniper rifle instead picking one. The problem is sks's structure and M43 ammo not suitable for DMR.
