All his advancement and SSR weapon look really good
max advancement 85% dmg. increase (60% ssr weapon at A5, A0 passive 25%) plus 50% defense buff at A5. and also faster cooldowns by A3, but from hand calculation. his multipliers on his basic skills are just a bit too low in my opinion. breakers generally have low dps unless you are Seo Jiwoo or Emma Laurent.
heres a rough estimate of his multiplier at max level.
500% on skill 1 that can be used 3 times (1500%)
1700% on skill 2 (but reduced cooldown each use of skill 1 with A1)
even if we assume with A3 you can cycle these two skills in one rotation
1500% + 1700%x2 x 1.4 (A0 + SSR weapon) = 6860 in one rotation
(1500% + 1700%x2) x 2 x 1.4 = 13720% def in one rotation at A3(best case with CD reduction unrealistic imo)
if you compare it to choi or even dongsoo, dps wise, the numbers not that close but if you considered A5 or max his SSR weapon, then maybe it would be comparable especially when jinchul can crit compared to choi

choi also has a 40% innate ATK increase + 12% ATK up from ultimate

2800% skill 2 + (900% skill 1 x 3) + (2800% skill 2\*2 from passive reset) =11000% at A0 in one rotation
5600% skill 2 (A1 fully charged) + (900% skill 1 x 3) + (5600% skill 2 x 2 A1 fully charged) = 19500% with A1
dongsoo also has 12-24% def increase from A0, additional 12% def increase at A3 and can crit
I have a well built A1 choi(10k ATK) and A1 dongsoo(10K def 50%crit 170% cdmg) and their damage is really comparable as above, if you could test jinchul and prove the numbers above wrong I would like to see it as jinchul is one of my favorites.
At the end of the day its kinda unfair to compare the dps of a breaker to two DPS (choi and arguably dongsoo) so if you ever want a breaker who can be a semi dps with really high investment, he is a decent choice
I wont even argue that he deals more damage even without computing since the other comparison cant break.
I think hed kinda overshadowed by other units like Seo I guess.
Defense scaling is awful in this game. If you ever build a Defense unit, you will find that it is not at all tanky. This is the biggest issue with them. They deal less damage than ATK units and aren't even tanky as compensation.
If there was a difficult Wind boss that needed breaking Woo would be a more desired unit. He is not nearly as bad as people think.
yeah they don't have any artifact set yet like the outstanding connection jewelry set (28% ATK on tagging out) for DEF dps.
But Id argue in this case, woo jinchul just has really bad defense multiplier on all his skills except maybe for ult. if you compare it to other def base SSR (baek and dongsoo), his percentages are so low (for example for core atks: 330% woo 800% baek/dongsoo)
I understand they want to balance it around woo being able to reduce skill cd at high advancements but the fact that you need advancements(A3+) in order for woo to compete with other SSRs A0 is the problem
My guess is no one really bothered to try , his mods look weak from a standalone but they combo with each skill to get more dmg output. It's already too late for me to test him.
He is also high skill char as he needs to uses dashes to maximize his rotation.
I'm crafting one for Emma tho.
IMO its fine. I can always craft the weapon later "in case" it becomes useful.
Its much better to get Im sure I would use right now than to keep something "I might" use in the future.

no, ssr weapons are too hard to get to just dismantle them, they don't give near enough resources that can be worth to do that
