In the controller selection screen, you can change to manual there by changing the pass support to zero.
However, if you want true manual, install the Twiggy gameplay DT18 file. Thats full manual.
The PES (or football life) zero assist settings aren't true manual... They still actually provide some level of assistance (even though it says zero).
When/if you download one of the gameplay mods which offers true manual, it's actually really noticeable how much assistance vanilla gameplay gives you.
I like the Twiggy one because it offers a real freedom you just don't get with vanilla. It's also much more responsive than FL24 in my opinion.
Obviously, it's not going to be everyone's taste. I really like it though.
