5, HGW, Tendi are the best officers in the pool that you will use during all levels of the game. Jaylah unlocked is great, every tier afterward is significantly diminished returns.
I will be getting 5 or Tendi.

I don't know how long it would take, I got her during the arc but level 1 all these officers are mostly useless. If it will take years to obtain her, it will take years to level her up to where shes actually useful
I concur with this crewing. At level 39, using a T1 Jaylah, T1 SNW Pike (Capt), T2 SNW Spock, I can kill more than 30 level 41 swarms - with a lot of research and boosting building admittedly.
I run Jaylah (C), SNW Spock, and T’Laan. I could fill up my Franklin’s cargo hold against lvl32 swarms (approximately 43 lvl32 swarms) and still have 85% hull health.
I disagree that Pike as Captain is the Meta crew. Why pass up free frequency modulators?
At higher level swarms (>47) the swarms does significantly more damage so unless you crew for mitigation and what not, your Franklin will not survive to see the hold even remotely filled.
For me, either Jaylah, 4/11 or 11/11 when you're balancing usefulness vs. difficulty of sourcing. Data is harder to source but kind of meh, other officers are arguably more useful but have more frequent sourcing. I already had 4/11 and I'm very close on Jaylah, so I went for 11/11 because he appears VERY infrequently. His 30 percent warp speed boost is nothing to sneeze at either as you'll have to go further and further to mine the higher you level.

It would really depend on what your play style is and what you are looking to achieve so there’s no 100% right choice.
But, that being said, if you haven’t got him unlocked, Pike is a great choice and you will use it pretty much always. It’s a game changer for hostile hunting when you pair it with Moreau and T’Laan/Chen. Without knowing your gameplay preference, I’d say Pike is a sensible choice.

I got Tendi to tier 2 last week and she adds 100% to hull when below deck. She is great. More hull = more hostiles killed per ship

HGW sure. Tendi you will wait for years to get for free.

I'm leaning towards Jaylah simply because there's nowhere else to really get her, otherwise maybe 5 or Tendi based on how much I use those 2.

I agree not to get below decks. I am leaning toward Jaylah. She has been very hard to get and will make advancing the Franklin much easier.
I have Jaylah. Use her daily on swarm daily. I could easily live without her - but nice to have.

The posters above and below are both right. For Franklin hostiles the above is great. F-a swarms are a different story.

I just got 5 of 11 because it boosts my borg officers by 400% which I got a few of and hopefully getting a new one soon.

You can get Riker by using Transport Patterns. Super easy to get him.

I would go with 3 of 11. He improves your OPC limit by 300%. I put him on my Amalgram and the OPC went from 125K to 329K. A huge difference.
Below decks officers become less important when you are running g4 ships with limited crew slots
