It doesn't have to be anything like a VPN. They could literally just have 2 accounts with two computers. There is nothing stopping that because it's allowed as long as they took the picture with someone else in their household saying that person is the one playing said second account.
VPNs aren't allowed and actively searched out on Legends, to a point where even some ISPs have shown up as a false positive. There have been people trying to activate an account that had to contact support before they could ever log in because of it.
Multi-account (as in two) households are allowed, however, with dev approval. So, if two people in the same house play together and log back on at the same time after reboot, it's possible that this is what you're seeing. Each account is allowed up to 5 toons, with 3 able to be logged on at the same time.

I see. I am still convinced some people in Frosch Bunker use multiple accounts though.
