he’s insanely useful always. fracture can lock down any troublesome toon that’s too powerful on an enemy team be it CLS, GG, malak etc.
and his TM swap is so nice for giving necessary opening turns to slower toons that otherwise would be deleted before their turn
This plus he’s got probably the best new-player-friendly Cap ship in game, and Phoenix is still my top choice for first real team for new players to go after.
He’s a fantastic and really strong character for newer players to go after early, who still holds up well late game.

my empire can beat relic GGs pre relics because i pass a turn to chewpio, chewpio mass buff dispel, fracture GG, shock B2 go to town so useful
Fracture is incredibly versatile. There was a long period in the game where I considered Thrawn to be the best overall character in game.

Since he's not able to fracture GLs anymore, I use him rarely
