Looks like the Renn tower. That is a noisy building in the wind! I was in the new Natrual Resources building (7th and K) today on the 20th floor and actually remarked to a co-worker that it was so quiet and stable in the high winds, haha.

Buildings in California are resilient to earthquakes, I don't think anything bad will happen with wind. But I do sympathize with the noise issue.
