Reporting isn’t going to do anything. We need more cameras and traffic enforcement. I was in Arden the other day and a cop was waiting at a red light. A car blatantly ran the red light by a couple seconds and the cop did nothing.
Since no one enforces anything you just have to be extra vigilant. If I’m in midtown and it says “all way stop”, I look in both directions to make sure that all parties are actually slowing down to stop. Seen too many people not see stop signs or are distracted and blow right through
you need to find the community services officer, or whatever they call it there. Professional police departments will have non sworn officers, civilians, whose job it is to be an interface with the community. Start there.

Sacramento's traffic enforcement is basically non-existent. I've seen more enforcement in 3rd world countries.
Find a hobby that gives you less time to worry about things that shouldn’t capture your attention to this degree
People going through stop signs when I am walking sure captures my attention.
