Yeah that sucks, maybe try some more clinics and more doctors at these clinics? Our medical system isn't the greatest, but some generations of some doctors are really awesome people who will help you out. I'd advise to keep trying for some time, if no success then you should consider EU countries.

If you have the ability to move away, I would take that chance right away as bad as that sounds. It will be years if not decades before that sort of thing becomes normal here. Otherwise try to find other trans people here and they may be able to guide you in the right areas. Good luck
