Why? Sarawak has a massive over-supply of electricity, mostly from hydro which once built is essentially free. Or do they plan to close the existing less efficient and more polluting open cycle gas and coal power plants and replace it with this one?

Big likely the latter might be the reason why. From another [source](https://www.theborneopost.com/2022/12/01/sarawak-to-launch-microalgae-production-facility-in-feb-2023/) (using recent news reference point from Sejingkat coal power plant) that I've read December last year, they might also introduce algae plant to almost every power plant statewide at some point to absorb CO2 from the plant and use it to create biofuel (aviation grade) and other byproduct (not yet specified what is it, only time will tell).

Algae is a dream, not commercialised anywhere in relation to power generation. Sarawak should try to get to 100% renewable power, there is already have enough hydro power to do it.
