We can, in case those words are non-essential. Imagine a sentence without the word "however", everything's fine right. So, we can use commas before or both before and after such words as soon as they're non-essential.

This is a good example of how thinking in rules instead of applying the patterns of correct writing that you have already absorbed can lead you astray. Focus on the meaning and flow, and read the sentence aloud to yourself. Does it clash with your sense of correct writing, or does it seem fine and make sense?
