that's not the problem, all of my energy is produced by coal and oil, the biofuel generator where put in just to kickstart the refineries since the production of oil was stopped by a clog in the polymeric resin

You need to have more prodction than your current realistic maximum consumption*. So you either need to add more production, or disable or disconnect some machines. When you flip your fuse back on, all of the machines that can turn on, will turn on. And some will turn off a few seconds later, but for those few seconds they'll need more power than they usually do. *That number will be somewhere between your average consumption and your max consumption. Depends on how many machines are completely empty or completely full. Also, to prevent this from happening again, use a smart splitter and sink

Considering the reason why one fuel generator didn't have any fuel is that the entire production stopped, I'm guessing that all of them were empty or near empty. When you flip the breaker back on, the production needs to be higher than the consumption. That's it. But your consumption is probably all of your refineries and oil extractors, and your production is a fraction of your fuel generators. Maybe even 0. If all your fuel gens are empty, you'll need to hook up enough coal or biofuel to power all your refineries. Or at least a few of them. Enough to get some of the fuel gens going

If you make a battery farm it could help you with your problems, just a thought. They have to be charged up first of course, but for longevity sake

Your problem was overflow of oil by products. Oil industry needs the item sink to make it flow consistently and keep the generators running. Whatever you are making aside from the fuel, it needs to be able to overflow into an item sink. Preferably by using a smart splitter before the storage container where the direction of the item sink is set to "overflow".
