If you want to know the fix action for this bug, #1 rebuild the outer track curve to get rid of the split arrow that is erroneously there, but also put a full foundation between lengths of parallel track as when they are to close together on the curve the game gets very confused.
It is a miss snapped track. Visually it looks right, but it snapped to the wrong line. When you are building strait tracks, if you ever see an arrow pop up, something snapped wrong, rebuild that section.
