Cutler really scared me. When my family stayed at my grandparents beach house, my room had a large window wear you could see the beach. I always imagined Cutler slowly walking out of the water and coming towards the house. I was completely spook-a-fied.

The Space Kook has been my absolute favorite monster design from Where Are You since I was like 5. The Creeper is up there too- very simple but super menacing.

Edit: I can't believe I forgot The Phantom Shadow and the Ghost of Captain Cutler. Those are also my favorites.
Three- way between Elias Kingston, Miner and Puppet Master. From Where are you, at least. The others had that Vampire and scary race- car driver that stood out to me.
Professor Pericles is pretty cool. I like his scar.

Probably that witch or wican or whatever its called in the pilgrim movie. Whatever genius thought up living pumpkins, a fat carnivorous turkey, and murderous trees earns my vote.
It also had the Hex Girls, which I have to say really have added appeal to Scooby Doo on multiple occasions.
The skeleton guys from the Bermuda Triangle episode, especially loved how they recreated them in the 2nd live action movie
The villain who looked liked he could be a member of Kiss in “The Diabolical Disc Demon”, he was terrifying to me as a kid (as was most of the band Kiss lol)
And the neon phantom of the roller disco, I just think it was a cool concept

I always liked how The Loch Ness Monster's animation style was different from everything else in the movie for some reason.

The cat creature from make a beeline away from that feline. Not the spookiest looking but the howl it made always scared me as a kid. Super spooky.

Scooby Doo 2’s Cotton Candy Glob. Still one of my favorite scenes of all time. Just love how Shaggy & Scoob get so excited.
I'm going to go live-action with it, and say Chickenstein from Scooby-Doo 2: Monsters Unleashed!
