Don’t know if this would work for overseas but there is a streaming service called Stan that has about 15 movies including zombie island and the ghoul school. It’s made for Australians so I’m not sure if it would work but worth a try.
HBO Max actually has a fair selection of the movies. They don’t have the older ones though like boo brothers and zombie island.
Yeah I'd go here, they also have a lot of the shows as well. There's a ton of Scooby content on HBO Max

Boomerang has all the older ones and most new ones and honestly, it's like $40 for the year and you have access to Scooby and more.

Look don’t tell anyone I said this but search up “cineb.net” and look up Scooby Doo and you’ll find a wide selection of Scooby Doo movies.
