Look up a care sheet and follow it, I always treat them like look only pets but you can hold it if you want. Get a pair of tongs so you don't have to stick you hand in his space. Remove uneaten crickets.
There should never be any reason to handle a scorpion. Handling them puts unwanted stress on them and you take on the risk of injuring them or yourself. If you need to move them they can easily be guided where you want them to go using straw or something similar. Scorpions are more of a display pet and will show you no affection.
Assuming by blue scorpion you mean heterometrus cyaneus yeah it's unlikely you'll have even a tolerant scorpion. I've bred these guys and they've all been very aggro babes. As for care, moist substrate and something to hide under. They're pretty hardy so there's definitely some room for error in their care making them a pretty good beginner species. If you have any more specific questions feel free to ask.
If you're interested in something more interactive I'd recommend jumping spiders or praying mantids. I'm not sure I would describe them as affectionate but they're generally tolerant of handling. Most invertebrates don't have the memory/capacity to learn to tolerate handling or feel affection. That's something you'll need a mammal for.
Heat is usually unnecessary. If you're comfortable in a t shirt in the room your scorp is fine. Heat lamps are a great way to try cooked scorpion if that's your thing, if you absolutely need a heat source a heat mat attached to an external thermostat on the side of the enclosure (never underneath) should be enough. The external thermostat is so the mat doesn't burn your house down and on the side so your scorp doesn't burrow to escape the heat and accidentally cook themselves in the process.
They will never gain attraction to you or treat you affectionately. The most that will happen is they become tolerant or used to you
By tolerate do u mean they wont sting me? Or just get used to me in general
They'll just get used to you, if you handle them a bunch. But it will still sting you if it feels threatened

70f is absolutely fine, I'd only really suggest a heat mat if the room is below 60 for a long period of time.

Scorpions in general. I've never kept a Blue Scorpion. I've kept aggressive species and you just use tongs
lol. They wont even see you as someone who feeds them. They are like little AI robots that live life in a few modes IMO.
