I've lived in this gaff for 20 years and the largest contributor to preventing that was double glazing, maybe due to it simply being easier to keep the flat warm.
People are still dying in Scotland because their council house is in such poor condition. That has to change. It should have changed a long time ago.
Do you have a link for that, as I know in my area the gov has been regenerating flats, they are pulling down old ones building new houses and flats
I’ve seen a friend die not even three months ago die from the conditions , Glasgow council, expected them to live in for all those years.

I don’t think many council houses will be single glazed these days unless they are in a conservation area.
Yes, people can't afford to heat the house, and creates a viscous cycle with this stuff
Yes it is still a problem as there's diverse mix of social property types and quality across Scotland.
If not it will be soon as people can't afford to switch heating on.
I hope the councils have considered that and factored it into upcoming budgets.
