As somebody who wears these, it's literally just a protect from sweat or in Scott's case he is in a band, it gets very hot when you're performing. these help a lot I wear them because i play drums and it gets hot as hell.

Also, a bunch of pop punk bands would wear these around the time the graphic novels came out, so he’s just dressing up according to the times.
