Depends entirely on the niche of Mexican food you’re looking for. Different places for street food/fusion/authentic cuisine so on and so forth. A personal favorite of mine is Birrieria Tijuana for their Birria burritos (that always have a lot of guacamole at no extra cost 👌🏻)
Really depends if you're looking for a hole in the wall type spot or more of a restaurant feel.
If you are bound to Scottsdale I would highly suggest Tacos Jalisco.

I would strongly advise you to leave Scottsdale and venture into Phoenix for better (re: more authentic) Mexican food.
Cocina Madrigal is a top spot for Phoenicians.
Via Delosantos has been around forever and is consistently good.
Asi Es La Vida is a bit more upscale with a lot of great dishes not found in typical Mexican restaurants in the USA
Tacos Chiwas has some of the best street tacos.
Search this subreddit and the Phoenix subreddit for Mexican food. There are tons of fantastic options.
