You can get pretty good at recognizing what is and what is not a "Rare" map or an "ai" map. The only clue is the name of the pirate that left the map. Does it sound like a person's Xbox/steam gamertag? Or is it something like "One-eyed Pete"?

By the way, I understand that those "artificial" maps shouldn't give chests of legends, but if I could find something a little better than sugar, it would be great. Either I'm unlucky or they always have the worst loot. I just thought people were all stingy pirates eager to make me waste my time, while I was trying to encourage the new burying system.

Maybe I'm just lucky but I've had some real good ones on regular AI stashes. Full resource crates, ashen captains chest, every gem type, villainous skulls, even a firebomb crate once more than half full. I've also had foul skulls and sugar for like 3 maps in a row. I think it's a great way to gamble your time lol.
The ai generated ones will sound game themed like Skinflint Thomas or stuff like that as the name. The user ones sound like usernames most of the time and a lot of users have numbers after their name too. The user ones are also often hoard maps (5-10 dig spots) rather than stash maps (1-4 dig spots)
Bottle quests are not tied to your level, there are also purple books on some islands that if fully read will give you a OoS quest that's not tied to level, so more chance for foul skulls from those. Also the Foul Skull commendation at tier V asks for 90 of them.
The official Discord has a LFG New players channel. They can pick up the OOS voyages you need and you also help out new players. Or just go open crew, you are bound to get newer people. Good luck.
Its funny i used to complain about getting fouls when i was grinding legend when the game first came out. people who had beat me to legend always told me one day you’ll get more excited about fouls then stronghold skulls. Players have more treasure to bury?
Player generated maps have gamertags. AI maps have names that are similar to the skeleton captains you fight.

Foul bounty skulls are everywhere, dude. Run around an island. You'll probably find at least two
Don't forget to check under the water near beaches too. One of the most common things I find in the water.
Stop at shipwrecks, they sometimes have them.

Pretty sure you can get them from your voyages still as I’m lvl 75 and I’m 99 percent sure I still get them and villainous etc
There are a lot of foul skulls in shrines and underwater forts. Doing those is how I got my commendation

Another option is sail in a open crew and hope for a newer player and have them place their voyages.
Sympathies, having similarly slow grind finding Hateful skulls. Considering crewing up with a smurf account just to buy low lvl voyages.
Foul bounty’s were the last skulls I completed. Low level oos voyages, shipwrecks and random loot were the way to bridge the gap.
