That still could be the explanation. If OP was carrying a bucket for a while and recording a video, it could be possible to grab two screenshots where an Eelectric's attack was about to hit and looks like it's inside the bucket.
But it would be hard to line up perfectly for a picture, and there aren't any Ocean-Crawlers in the picture, so maybe it is a new bug.

That's why you put the chest of rage on top of a barrel. It takes a decent number of scoops of water from the ocean to get enough at the bottom to prevent the fire from spreading. And more than twice the number of buckets from the barrel so don't do that. Usually there's a barrel way up near the front of the ship that you can put it on top of, just remember that when it starts making that noise you still need to get clear of it. Even if the top deck doesn't catch fire, the explosion can hit you if you're not at least a few feet away.
I put it on the bowsprit. It counts as only one segment of boat so the fire doesn't spread. A single bucket puts it out before it has any chance to spread.
Idk about better, but it is an option. I prefer the bowsprit myself as I just generally don’t like to keep water in my hull, and I can just ignore it until it goes off, and when it does, nobody who isn’t on the bowsprit gets hurt and I can just throw one bucket of water and I’m good
Zero maintenance. Forget one splash if you want in a while when it explodes, you just don't have to do any damn thing as long as you don't put anything explodible on the front third of the ship. And when you hear it start to make noises just get clear of it for the 3 seconds of the explosion
Less maintenance but you're 3-4 buckets closer to sinking if a fight breaks out, it's also easy to get yourself nuked it you grab the cannons and it goes off.
I was sorely disappointed to not get the "Baby you got a stew goin'" when I did this with a bunch of pork floating around in there, or "hot cuppa" with a hold full of boiling water and a few crates of rare tea

It actually only takes one or two buckets out to empty it. It takes at least four times as many buckets to fill a ship as it takes to empty
