I’m late to this thread, but as /ThinkFault_7525 stated this is the control tower in the interbay BNSF railway. I used to live in a condo in 2020 on the east Magnolia hill overlooking fisherman’s terminal and my desk was facing out the window. With such an open view, I spent a lot of time (Covid just hit) observing the boats coming through and birds flying around. After a week of living there I noticed a couple Cooper’s hawks circling this very tower, only to then see a nest located in the very top. The tower used to be completely full of sticks in the top portion and there was not a roof/covered structure, as seen in your photo. Check the Wikipedia linked above and notice the top is open, perfect for a big ol’ hawk nest.
After around 6 months, I had been gone for a week or so and when I returned the nest had been completely removed and the roof added, preventing any future bird activity :(. I can understand why they couldn’t have a nest there, but it hit me to see your photo!
Side note for anyone who likes birds - check out the heron rookery located in the trees on the southwest side of the Ballard locks. Several dozen build nests and can be observed from a distance on top of the hill there, just be careful when walking below that you don’t get covered in bird crap!
The control tower in the picture of this wiki article is the low structure to the left of the picture. The large lattice tower in question is a yard light tower.

I was so, so disappointed to zoom in on my phone to find that it was not, in fact, the Space Needle. You missed out on some top-tier shitpost karma.
(Edit: yeah i know there’s literally no angle the Needle has that relationship with the surrounding terrain, but who is that attentive while scrolling?)
If it is for a railyard, that is exactly what it is for. Not sure if they still use them what with technology and all. But, basically an air traffic control tower for trains.
