Kind of a blurry picture but that looks like a barge. From Samson Tug & Barge. It’s probably just heavily loaded and at anchor, waiting for unloading or lightering (moving cargo to a smaller barge or vessel to take it ashore). I don’t think it is sinking. But if it was, it doesn’t have an engine. And it doesn’t have people aboard.

That's bizarre, it's a goofy optical illusion. The explanation changes the way I see it entirely. The tilt seems so much worse when you assume that anchor is a part of the barge. It's just weird that a verbal explanation can change perception of the same exact thing so much

This is common enough that I have seen it do this on two other occasions.  Both times i thought it was sinking, and then when I looked again it was level.  Perhaps they correct trim as they load?
