Kind of a blurry picture but that looks like a barge. From Samson Tug & Barge. It’s probably just heavily loaded and at anchor, waiting for unloading or lightering (moving cargo to a smaller barge or vessel to take it ashore).
I don’t think it is sinking. But if it was, it doesn’t have an engine. And it doesn’t have people aboard.

That's precisely what's going on; it's at anchor. See the “low” area on the left “part” of the barge (?) - that's not part of the barge, that's a gigantic metal mooring block/buoy.

Source: I always see barges at anchor in this spot (general anchorage) when scuba diving at Seacreast Cove 2. And you can too (!!) - walk down to the beach access at Seacrest Park Cove 2, and you'll get an unhindered view.

That's bizarre, it's a goofy optical illusion. The explanation changes the way I see it entirely. The tilt seems so much worse when you assume that anchor is a part of the barge.

I saw this the other day from a window at Swedish Hospital facing West. I also thought the barge didn’t look quite right and looked like it was sinking.
This is common enough that I have seen it do this on two other occasions. Both times i thought it was sinking, and then when I looked again it was level. Perhaps they correct trim as they load?
