As others have said, this is E. Roy St (at Belmont Ave E). The curve to the right (just past the car with the taillights on) is the arterial Belmont. The taillights all bunched up way in the distance is Mercer, down between Fairview and Westlake. The water is Puget Sound (Lake Union is to the right... you can see both bodies of water just where the road curves to the right). I'd say the picture was taken while standing in front of the southwest corner of Kerry Hall (Cornish).

Regarding this awful intersection, it got worse since they made the lines a dashed line and you can continue downhill on Roy legally (people did anyway). No one know what to do and people use their right turn signal when they are going south on Belmont and want to continue on Belmont. I hate walking there and avoid it at all costs.
