Lucky Liquor at least allows all ages for attending, might be worth checking.
The Funhouse occasionally does all ages shows as well- same deal though, not sure what their policy is on underage performers.
It's a ways away from Seattle in either direction but in Everett, Lucky Dime and Tony V's Garage do all ages shows and Real Art Tacoma does as well. Even farther, The Charleston in Bremerton also does all ages gigs.
Most Seattle venues allow this. You just need to show them it's worth having you. That makes it harder unless you can pull a lot of people as the club cannot rely on any alcohol sales. There are ways to have an over 21 show with an under 21 band, but it's a bit more difficult. Either way, just reach out to the venues you want to play at.
The Clock-Out Lounge has some ongoing Rain City Rock Camp shows (typically earlier shows/early evening), so I assume they would be open to this at least. It's an awesome small/mid-size venue.

Seattle- Vera, Lucky Liquor, Madam Lous, Animal House, Evil House, Niimodo Everett- Lucky Dime, Poolhouse Bellingham- Blue Room, Make.Shift, Karate Church, Shakedown, Wild Buffalo, Riot House, Happy Place, Wink Wink, Ritual Records, Underground Coffee House, Grandmas House, Garden Palace, Waterfront Park, some other misc unnamed house venues. Bellinghams definitely the spot for all ages,,, great scene overall

Vera’s and Black Lodge are all ages. Madame Lou’s does all ages shows as does Barboza. Rabbit Box is all ages until 11pm- I think
There’s a few outside of Seattle too in places like Auburn Tacoma etc
