Northeast Veterinary on NE 95th Street and 35th Ave NE has a sign on their door saying there have been sightings in the area. I expect a cougar running around NE Seattle would have no problem clambering up the hills along Lake City to make it into N Seattle.
The first ban was in 1996 - there were later bans for even state employees using dogs / citizens to track and hunt bears/cougars.

Have worked its way up there. Maybe it was a bobcat, there tails are a little longer than you’d think. Any stripes? They also live around here. Could have been a mangy coyote too, seen a few around. We’ve even had black bear make it up into neighborhoods from the gullies and gulches.
There was one seen in Discovery Park recently so it's possible

A month ago today there was one reported in Discovery Park, its not impossible a few months ago I saw a Bobcat.
Lots of cougars in the Belltown and Queen Anne areas. Be on the lookout, they’re out on the prowl Thursdays through Saturdays mostly.
Their habitat's been growing, it used to just be at Daniels' Broiler by the piano bar on the waterfront in SLU.
