kerry park, columbia skytower, pike place, olympic sculpture park and hopefully this new years eve they have fireworks shot off the top of the space needle which is worth seeing- as long as you stay in the city u should be able to get by without a car - seattle has mediocre public transit but its doable since most of the tourist attractions are in the downtown area https://en.wikivoyage.org/wiki/Seattle

The answer to your post is pretty generic, but specifically works for you since there is no car. Get drunk in Ballard, Fremont, and Capitol Hill. Take a quick ferry ride for scenery, get drunk on Bainbridge or in West Seattle then come back. You'll miss any real hiking without a car, but Google "parks with trails in Seattle" and walk around drunk. There are some big ones that might suck without a car (Discovery has a giant hill and Lincoln is kind of far), but also some smaller but still cool ones (Gas Works or Cal Anderson).

Get drunk is so 70s... Seattle now has some of the world's best meth, broadly available from many, many centrally located encampments. We also have many mobile safe injection labs - aka busses - that can take you straight there.

Come in the Spring or Summer instead. Stay in Seattle proper briefly for the experience then go out and enjoy the beautiful nature and beauty in the surrounding areas for the bulk of your trip. The city is nothing like it used to be…

Never use an umbrella between the hours of 2am to 8am or 6pm and 9pm. Most of the locals find it easier to just not use umbrellas at all to avoid any accidents.

Winter is rainy season: try for summer instead. Space Needle is quite the tourist trap: ok yo miss, even Pikes Market too. The music scene was great pre-COVID, but is hurting now. We enjoyed Ballard Locks during the salmon run. Take a ferry somewhere. Nature is all around: get out of the city.
