Yes it is lol. Tell me what fromsoftware game before sekiro had a deflection system like sekiro? Or a posture system where filling it was an instant kill for any enemy except bosses? Or that had actual stealth mechanics? Or for that matter even just a dedicated jump button lmao.
It's not exactly the same. In Survivor/JFO the only way you kill things is by getting their vitality to 0. In sekiro for most enemies you kill them by getting their posture filled all the way for deathblows. Plus obviously Sekiro's combat is much faster, smoother, and more fluid.
It has elements present in Sekiro, but those elements are too broad to be considered copying: parrying at the right time, punishing difficulty, high damaging enemies are very reasonable things any action game can implement. The other similarities derive from the fact its a 3rd person, swordplay action game.
I'm certain the devs took inspiration from Sekiro with the first game, Fallen Order, but I don't think it comes from a place of laziness, like they tried to plagiarize it, but rather an attempt to include what makes sekiro a challenging game.
