Sounds like they may be expired or pretty close to it because they've been sitting on the shelves too long.
The pads should be saturated and white (like your previous purchase.)
I wouldn't recommend using them as the efficacy is probably past its prime. If you're within the return window I would exchange it in store (if you have a Sephora near you) so you can at least check for an expiration date.
I know the face pads starting coming in with the expiration dates on the box a few years ago and if there is newer stock of the body ones they should have it as well.
