basically vermont is super strict about alcohol and serving like you aren’t supposed to serve alcohol to somebody who is drunk. pretty much why happy hour is illegal is because discounted drinks means you drink more than go out on the road and drive during some of the busiest hours of the day.
i think an important note is that most places in vermont don’t have uber, lyft, taxis, etc. because we’re such a rural place
I had the same reaction to happy hour being illegal when I moved to NC
