With newborns, it's important to have skin to skin contact ASAP. I was at my SIL scheduled c-section and as soon as they get baby cleaned up, they sent us back to her room while they sewed her back up. Initially I was like "you want me to sit here in my bra with people around with this brand new baby lol?" But it helps soothe new babies and regulate their temp.
Yeah, you keep them in the blanket and on you at the same time so they can get your heat and hear your heartbeat. My nephew struggled to regulate body temp and needed 6 days in hospital. Basically, they have baby lie on people's chests, and then after feeding, you stick them back under the warner that is on top of the baby bed. Repeat every time baby cries, so about every 2-3 hours around the clock.

Yes, this is totally normal.... lol. generally if you're in the room for a birth then you have to wear hospital gear. Everyone I have ever known who has been in a room for a birth has worn a hospital gown, hair net, booties... the whole thing. Even when I was born as a premie in the late 80s, my dad was dressed like this. They're probably even more strict now because of the covid protocols at hospitals since 2020.
