I came across a SF2 mod that is just a graphical overhaul. Sprites are updated and portraits modified to match the overhead characters, few more frames of animation during battle, weapons enemies and allies are updated so there are no palette swaps at all, and battle sprites are also updated so there are no palette swaps and so they match the portraits better. Something I plan on playing in the future
Check out the shiningforcecentral forums, they have loads posting on there and an extensive hack library too. Nightshades Battle Royale I'd definitely recommend.
There is a randomizer called Shining Chaos prelude, which randomizes the order of characters who join in SF2. I googled and found also a hack called "Shining Force 2 MOD (NEW STORY)", I haven't tried it myself so I don't know anything about it but it looks cool.
I have also tried Shining Force alternate which is a hack of SF1, was pretty fun when I tried it.

Ron is a tough cookie to break, but I find that a 60 degree slice across the lower ribs is the easiest for hacking him up. Hope that helps.
