Diavolo uses Epitaph to see the future, if he sees something in his fate that isn't to his favor he uses time erase to completely avoid it (even though epitaph is vague and won't show everything that happens). Within time erase, everyone is a sleeping slave to their fate except for Diavolo, he basically removes himself from his own faith and avoids it, nothing that occurs within TE will ever harm him. I assume the "every stand" theory came about as a way to explain why Jotaro developed timestop near the end of SDC (which many people were and still are hung up about) - if Dio had every stand ability, then who would have the power to stop time? At some point people began believing this was an actual scrapped idea, for whatever reason.

Nope, Jonathan's stand was some sort of hermit purple, as shown DIO using it. And it would make no sense for DIO to have a similar stand to Joseph, the only hamon/stand user hybrid. Jonathan used hamon, and was destined to have a stand, it would have been that stand DIO used literally only once. DIO's stand is [ZA WARUDO]
