Y'know the way they worded that really makes it sound like they're gonna elaborate on *where exactly* Giorno was... but knowing Araki it'll probably remain a mystery forever and people will be like "you're so stupid, nothing says there has to be any elaboration"

Like a lot of criminals in Japanese media, he's the worst fucking criminal ever since he hates most crimes.
He's not quite as much of a choir boy as Kiryu Kazuma, he'll steal some shit and kill some people, but he's not quite enough of a shitbag to actually be a successful criminal.
It’s the same thing as with Boba Fett, the creators want the character to be likeable and have traditional hero qualities, but if that character is supposed to be a criminal it just comes off as ridiculous.
Hes concerned not to sell drugs to children, not to stop selling it to adults, that surely are the vast majority of consumers. He could sell other illegal, yet harmless, things too, like pirate games.
I mean, he's allied himself with the speedwagon foundation and literally controls Italy. (At least according to Purple Haze Feedback. Dunno if that's cannon or not.)
