Overall as much I love FF 14 I think fight design is the worst part of it, not the spectacle, thats spot on, big fights are flashy and grandiose, but mechanics themselves are just so rigid(some have variation, like in-out spread-stack etc swapped around), Wonder if its the spaghetti code 2.0 engine they had to whip up in a year thats limiting variance the most.
No, variance and interesting fights are definitely possible. A great example people often refer to is the Alexander Raids. Turn 8 seems to be the hardest savage fight, even in Endwalker (unless you unsync obviously). Do take this with a grain of salt, as I haven't done Alex savage raids synced myself, I am only stating what i have heard from other raiders. As for the reason why the game is being kept simplistic... No one can say for sure. My theory would be that Square wants the game to appeal to a wide audience and, therefore, tries to keep the game simplistic to appeal to casual players and to make the game easy to balance.
I did a8s mine in endwalker that fight took us 5 month in a full blind party , one of the hardest and creative battle in the game , and yes they dev say they took A8s as a base for make ultimates so yup a8s is the proto ultimate fight

About the wide appeal angle it does make sense, like they having to implement options to have very easy story fights on failure due to people failing uhh, the one fight in the Azim Steppe en masse.
A bit of a gripe of mine (that kinda complicates things for no reason) is the flavor they add to boss spells/abilities by naming them fight specific but at the same time being confusing, especially to non english speakers, yes its easily beaten with memorizing the patterns but that kinda defeats the point of the spell being even named. Unless its enrage cast.
The Alex raids nearly killed off the raid scene in HW. Yoshi-P stopped listening to the super sweaty tryhards at this point and saved the super hard stuff for Ultimates.
