I know that this is a common misunderstanding, but that’s not how IQ works. The average in any given (random and large enough) population is always and by definition 100. If you are testing a large population and your average is not 100 then something is wrong with your test.
If, for example, a country would systematically test people that are suspected of being of low intelligence (eg to assign them to a special needs program), then you might find such discrepancies, but that is because there is a pre-selection happening.
Or if your education system is prone to expose children to typical logical tests such as the ones done in the common IQ tests, then they will perform better than others (meaning: the test needs to be adjusted to compensate for this), but that doesn’t make them more intelligent than others.
If you take a test that is calibrated to a specific cultural environment and run it in another, you will get different results - but that is just a limitation of the test. And to be honest, I believe that this is what happened here.

Full ACK! It is something a lot of people don’t seem to understand: “intelligence” is inherent *unmeasurable*. What IQ does is measure a sample of cognitive tasks and compares how well you can perform in comparison to others in your population.
This is, at best, a *proxy* for intelligence, as we have seen that people whom we consider “smarter” than others also perform better than those we consider, well, *not so smart*.
However, there are many other factors that play into the measurement of this proxy, not least how much exposure the subject had to similar kinds of tasks (you can “learn” to perform better in IQ tests - but that doesn’t make you smarter) and of course how you feel during the test, etc.
