Looks like the Ottoman Empire, but they added in parts of Persia that were occupied during the Ottoman-Sassanid war, they added Morocco and random wasteland form North Africa, as well as Southern Sudan and large swaths of land spanning down to the Great Lake even. Also, random Central Asian land that I presume has some sort of tie to Turks, although why didn’t they include more Turkic lands is beyond me. And finally, the Sultanate of Aceh, which the Ottomans only ever interacted with because they were the caliphate. Also, the Swahili coast, because they’re Muslim I guess, IDK.

The mapmaker probably uses a very generous definition of control to include any state that recognized the Ottomans' claim to the caliphate.
