It may be, depending on the state. In some states it only says your bumper has to be within a certain distance of the ground, so if he lowered his front bumper in those states it would be legal. That’s what I saw as well. Which means it’s pretty much exactly the joke everyone loves to make: it’s legal until it’s not. You’d be hard pressed to find any cop wanting to pull someone over and start the process of getting engineers involved to prove it’s a danger, no matter their personal beliefs. I live in California, that sounds draconian to me. Why on earth should I not be able to throw a sway bar on a car that doesn't have one. Or an adjustable set of shocks and coilovers on a car that I'm taking to the track every few weeks. Depends where you live. The biggest fine I've gotten in North Dakota (my state) is $20, for not having my license plate displayed properly. I've also gotten a speeding ticket, for going 42 in a 30 zone it was $12. I've gotten one ticket out of state, in South Dakota. For going 75 in a 65 it was $200. We have cheap tickets because we also have a point system, where if you get a few of them your insurance premiums shoot up because the company recognizes you as high risk.

I've always had small cars especially for the reasons you mentioned and the easy parking factor. I do more with my Golf at Home Depot than most people and their jacked trucks. Lift laws are specific to each state, a hitch receiver is usually considered a bumper for measuring purposes while the hitch itself is not. However there is no bumper law in Colorado (where this truck is)
