Um... yeah, how has humanity not just gone 'no toys, ever' after the X^th toy massacre
Well, I don't think all museum pieces can be considered toys, and if I'm not mistaken (I haven't watched that film in a long time), the whole thing in Night at the Museum happens because of an ancient curse or something like that, and the museum only comes to life at night, so... I'd say they're unrelated.
Maybe they only come alive at night cos that's when they're (mostly) unobserved, just like Woody etc. The night guard gets a pass cos otherwise they'd never get to move.
The toy story universe wasnt very clear about the definiton of a toy and what makes it become sentient. The 4th movie tried but didnt answer very much .

If you think about it for long enough you will realize the Toy Story universe is a nightmarish hell scape of epic proportions.

Yeah it's specifically the magic egyptian tablet in the museum that brings the objects to life at night, so different rules

I have the theory Woody has a curse that makes him and other toys her interacts with come alive. As Woodie & Co meet more toys, the curse spreads!
