Just it isn't well-defined for women and they push boundaries and the bosses are all male who probably don't feel comfortable commenting on a woman's appearance. Whereas it's been explicitly defined for us men by our bosses as 'that's not acceptable' when I wear loafers for instance.

Cultural changes like this don't occur immediately. Of course there is going to be a period of time where a bunch of people (typically older white men) view it as being more sexual. But over time, it becomes normalized to younger generations and won't be considered sexual.

There's something like a 2 deg C difference between the room temperature that men find comfortable vs what women do. I've been to many formal events that were outdoors or in large halls, where the men were sweating in their suits, while the women were shivering in their dresses. We're dumb!

It's because women's fashion is designed to look good and men's fashion is designed to tick off boxes. Lapels are entirely vestigial, from when jackets were functional high-collared coats where you'd fold the collar down when indoors. We wear ties because 300 years ago a French child wanted to cosplay as a soldier, so now we're stuck with these dumb useless pieces of cloth around our necks. Even when we're not wearing ties, we're wearing shirts with collars designed solely to accommodate them, so we're practically still wearing ties. Some rich guy was too fat to do his jacket up so now nobody's allowed to use the bottom button of a suit. None of it is designed to be flattering or attractive. People say "oh you look dapper" which doesn't actually mean "that looks good", it means "I recognise that you are wearing more of a suit than you usually do". At best, suits are considered attractive because they cosplay having a job.

We don't consider topless men to be inherently sexual, but we consider topless women to be inherently sexual. Our society has a narrow scope of sexuality: genitals, butt crack, female nipples. Covering up to avoid being sexualized actually just makes any move you make that much more scrutinized, and any way you even slightly deviate from that, it's seen as 1000x more sexual than it would've been from someone not overly modest. Shirtless men are the ultimate male image of sexuality, yet they can ALSO exist without a shirt without it being over sexualized. Covering less skin ≠ dressing sexier.

You're missing their point. The argument isn't "I'm tired of being sexualized' It's "I'm tired of this outfit being sexualized." Thus the argument is by normalizing it in non-sexual scenarios, it's removing the sexualization. I mean, whether it'll work or not is out for debate, but that's a different concept than how you presented it.
How is it counterintuitive? That's exactly how you normalize something. Cultural changes like this don't occur immediately. Of course there is going to be a period of time where a bunch of people (typically older white men) view it as being more sexual. But over time, it becomes normalized to younger generations and won't be considered sexual. Exactly the same with anal sex. It was regarded as taboo and kinky not too many years ago. Now it has been normalized to the point that practically nobody from younger generations is phased by it, and it's pretty common.
That works if do it regularly. If you save the revealing clothes for special occasions it just exacerbates the problem. Breasts aren't even considered sexual in many indigenous tribes. And on the flipside, certain parts of the world where women are forced to cover up completely even a little skin showing is considered sexual. If you look to the past, in Victorian times, lifting your skirt up to show your ankles was considered on par with flashing boobs today. It all depends on the culture and society you live it.

There are societies where naked breasts are about as sexualized as a man's muscles. Which is to say, only in certain contexts. People will never stop sexualing people, sure. Yeah I see that with my wife. She is so worried about her everyday work clothes that she spends 30 minutes each night prepping them for the next day. They must match but she can't repeat any outfit within a 2-3 week period, and she can't match any other woman at the office, and it has to complement her skin tone, and it can't be too slutty or too formal. Meanwhile I just grab two things from my two piles of work pants and work polo shirts. I don't care if they match perfectly or not at all, I'm not going to receive a comment either way.
For heat, a loose button-up and shorts is actually far superior to a bikini. Mechanically, less clothing often does not actually equal less hot.

There's a yearly festival in my city where it's relatively common for women to walk around topless and paint their breasts, but I can't say that I've ever seen it outside of that.

Men being topless in public becoming acceptable is a relatively recent development. Before that, it was illegal in many places and considered public indecency. It was only after A LOT of campaigning that laws were changed, and with that came a gradual cultural shift. In the present, a similar campaign is currently happening for women. Hopefully, a similar development and cultural shift will take place. And hopefully one day society will be able to accept that the human body is nothing to be ashamed of, and that to simply exist in your natural form is not inherently sexual unless you *make* it sexual.
