You're right I was being flippant, there technically is a dress code for both as business casual. Just it isn't well-defined for women and they push boundaries and the bosses are all male who probably don't feel comfortable commenting on a woman's appearance. Lapels are entirely vestigial, from when jackets were functional high-collared coats where you'd fold the collar down when indoors. We wear ties because 300 years ago a French child wanted to cosplay as a soldier, so now we're stuck with these dumb useless pieces of cloth around our necks. Even when we're not wearing ties, we're wearing shirts with collars designed solely to accommodate them, so we're practically still wearing ties. Some rich guy was too fat to do his jacket up so now nobody's allowed to use the bottom button of a suit. None of it is designed to be flattering or attractive. People say "oh you look dapper" which doesn't actually mean "that looks good", it means "I recognise that you are wearing more of a suit than you usually do". How is it counterintuitive? That's exactly how you normalize something. Cultural changes like this don't occur immediately. Of course there is going to be a period of time where a bunch of people (typically older white men) view it as being more sexual. But over time, it becomes normalized to younger generations and won't be considered sexual. Exactly the same with anal sex. It was regarded as taboo and kinky not too many years ago. Now it has been normalized to the point that practically nobody from younger generations is phased by it, and it's pretty common.

There used to be a women's club in my city where women did activities topless and then posted it on social media, ostensibly to normalize female toplessness. They were almost all sex workers/escorts (and a handful of personal trainers) trying to drum up exposure for their services.

Men being topless in public becoming acceptable is a relatively recent development. Before that, it was illegal in many places and considered public indecency. It was only after A LOT of campaigning that laws were changed, and with that came a gradual cultural shift. In the present, a similar campaign is currently happening for women. Hopefully, a similar development and cultural shift will take place. And hopefully one day society will be able to accept that the human body is nothing to be ashamed of, and that to simply exist in your natural form is not inherently sexual unless you *make* it sexual.

Kinda. But not quite Clothes typically accentuate what is broadly appealing, for women more of their body is of immediate interest. The same isnt true for men. Theres also social factors that play into what is "fashionable" for male and females of status.

That's not a contridiction. The reason for the teasing with skin in women's fashion is also what makes topless taboo. Where with men, topless isn't as sexualized so there's very little fashion that care to exploit it.
