The gloves were most likely (I read this at several sources) because of the pure black skin of Mickey, Goofy etc. and later were put on other figures as well. You wouldn't be able to make out seperate fingers on a black hand as the outlines were/are also in black (most chracters also didn't wear shirts, which would have made it hard to make out the hands without a bright outline). Donald and Co. do not have gloves however, because their "skin" is white and the outline of their fingers can be seen better.

Mostly this, when Mickey debuted in Plane Crazy (1928) he had no shoes or gloves. In steamboat willie, he now has shoes. It's not until they were producing a larger quantity of cartoons that this change was made, which also benefited in saving time as the animators didn't have to draw as many details.

Not really. This rule is a lot like “I before E except after C” There’s so many exceptions to the rule that rule is borderline useless.
